Scheduling priorities for the NSHEC Interactive Video Network


For scheduling of the NSHEC Interactive Video Network rooms, the following priorities have been agreed upon:

Please note that all requests must be sponsored by a NSHEC institution and have the agreement of all receiving institutions. A sample request form is included at the back of this document.


Priority #1 (in order)
(a) College programs; (b) college credit and high school courses; (c) other course/programs offered/developed by NSHEC Interactive Video Network members (defined as those institutions sharing the T1 lines charges and hosting a network room); (d) faculty/staff development; (e) other academic programming by NSHEC Telecommunications members.

Priority #2:
NSHEC Network members' teleconferencing, student tutoring, research and other institutional requests by the faculty/staff, within the time guidelines established through NSHEC Steering Committee.

Priority #3
Programming from other NSHEC participating members sponsored by a NSHEC Interactive Video Network member.

Priority #4
Programming from other Illinois consortia/institutions sponsored by a NSHEC Interactive Video Network member.

Priority #5
Programs or other uses requested from non-Illinois consortia/institutions and/or private organizations/companies, sponsored by a NSHEC Interactive Video Network member.

It is assumed that the hours of 8:00 a.m.-10:00 p.m. will be available for each room in order for the Steering Committee (through the Institutional Coordinators Subcommittee) to negotiate a class schedule between institutions for the subsequent semester/quarter. After the class schedule and other time blocks have been negotiated through the Steering Committee, open times may be used by the host institution to schedule classes not offered on the network.

Note: Negotiations between institutions through the Institutional Coordinators Subcommittee and approved by the Steering Committee will be complete no later than:

  • September Steering Committee meeting for Winter quarter/Spring semester,
  • December Steering Committee meeting for the Spring/Summer quarters/Summer semester; and
  • February Steering Committee meeting for the Fall quarter/semester.


If the receiving site is not normally open at the time that a course/program is scheduled to be sent, the sending institution may be asked to pay for the actual, direct expenses associated with the availability of the site.

The Steering Committee will approve a schedule for each semester/quarter to include courses to be offered, times to be reserved for faculty/student consultation, preplanned videoconferences/meetings, and other uses requested or sponsored by (1) the NSHEC Interactive Video Network member institutions and (2) other educational institutions or companies. Thus, the NSHEC Steering Committee (through the Institutional Coordinators Subcommittee) will negotiate in priority order for each semester/quarter a schedule to include:

Notes:
Institutions wishing to deliver a degree program(s) to a site(s) on the NSHEC Network may submit a proposal to the Steering Committee. The proposal should be modeled after the application for IBHE program approval. Once a proposal for a degree has been accepted, courses will have first priority on the schedule.

Total enrollment for any class, including all originating and receiving site(s), will be determined by the originating institution.



B. Uses that are contracted by institutions that do not have a NSHEC Interactive Video Network classroom but are sponsored by one or more of the NSHEC Telecommunications Network members (a NSHEC Telecommunications Network Use Agreement must be completed prior to final scheduling on the network);


C. All other times available for approved uses.
The courses/programs/time blocks determined by the Steering Committee for each semester/quarter will be programmed into the system at the beginning of each semester/quarter for all appropriate times. Each site is expected to receive and be available for courses and programs from others in the NSHEC Network as developed by the Institutional Coordinators and approved by the Steering Committee. The site is also encouraged to develop programming to be offered between and among the institutions on the NSHEC Network and others.
