A designated technician or room coordinator should bring up the system 30 minutes in advance of a scheduled program
and assign staff to test both the sending and receiving sites during all times scheduled for use of the
NSHEC Interactive Video Network. If the receiving site is not normally open at the time that a course/program is
scheduled to be sent, the sending institution may be asked to pay for the actual, direct expenses associated with
the availability of the site.
The telephone numbers to call the technician on duty and to call the "Help Line" must be posted in the
room to call for help.
The College of Lake County (CLC), acting as the NSHEC fiscal agent, purchased equipment as specified in the grant
agreement, to be delivered and installed directly to the site. It is understood that the site shall act as the
custodian of the equipment, maintaining proper inventory records and assuring that measures are taken to safeguard
the equipment. Each site must provide NSHEC with evidence of inventory records, i.e. an itemized list showing tag
number, description, location, and responsible department/individual, and report any changes as they occur.
Ownership of the equipment remains with NSHEC, and all equipment will be returned to CLC upon the request of the
NSHEC Steering Committee. Circumstances under which an institution could be asked to return the equipment may include:
failure to offer courses and programs at a level commensurate with the other sites; failure to provide appropriate
technical or administrative support; abuse of equipment; or use of the equipment in a manner which is inconsistent
with the mission of NSHEC.
Each site must maintain the functionality of the equipment as detailed by the Network Design and Vendor Selection
Subcommittee and honor the standard for full T1 line support dedicated to the video function as required by the
agreement with the Illinois Board for Higher Education.
Security and immediate diagnosis of problems by established procedures via remote diagnostics and arrangements
for site visit, replacement/repair of all capital equipment by TANDBERG U.S.A., INC as needed is the responsibility
of the institution.
