History of the ACC The Ambulatory Care Council (ACC) was formed in 1991 as a public/private partnership of health care providers, residents and public officials led by
Ruth M. Rothstein, Chief, Cook County Bureau of Health Services and Shiela Lyne, RSM, Commissioner, Chicago Department of Public Health. Five district health councils were formed over the next four years. The five district health councils are located in, and serve Chicago and Cook County communities designated as medically underserved.

District health councils implement the public/private partnership within the communities they serve to address the community's health care needs. Each  council assesses and identifies local health needs, recommends and initiates interventions; and, negotiates for responsive community health care systems.

Mission Statement The mission of the Chicago/Cook County Ambulatory Care Council is to provide an organized voice for community input into decisions that affect the organization, delivery and financing of ambulatory care services and other elements of the larger health care system that serve the residents of Chicago and surburban Cook County, especially those residents who are under served.  To fulfill this mission, the Council conducts policy analysis, implements health improvement initiatives, and promotes legislative and advocacy strategies.

The Council encompasses a county-wide Ambulatory Care Forum, community focused District Health Councils and a non-for-profit Ambulatory Care Board, Inc.  The District Health Councils identify local health needs, recommend and interventions and negotiate for responsive community health care systems.  The Ambulatory Care Board, Inc. guides the overall Council, seeks and allocates financial support for Council goals and activities, and provides policy direction and technical assistance to the District Health Councils.
